Act on behalf of the Employer to take full responsibility for the full-cycle execution, quality control and assurance of the Civil and Structural (C&S) discipline, including but not limited to foundation works, main superstructure, masonry works and other related scopes.
Review and audit C&S working drawings, design variations and technical proposals, to ensure full compliance with the Buildings Ordinance (BO) of Hong Kong, relevant statutory codes and industry specifications.
Supervise the C&S construction quality delivered by contractors and supervising consultants, and take charge of the inspection and acceptance of concealed works, as well as the acceptance of divisional and sectional C&S works.
Review the construction programme, verify the completion status of C&S works quantities, and ensure the on-schedule delivery of all critical project milestones.
Manage and control the incoming inspection, acceptance and random quality testing of on-site C&S materials (including reinforcing steel bars (rebar), concrete, structural steel, etc.), and strictly prohibit and eliminate the fraudulent substitution of qualified materials with substandard alternatives.
Resolve on-site C&S technical challenges, and coordinate with design consultants to address technical discrepancies and implement design variations arising during construction.
Review and audit C&S-related Variation Orders (VO) and Site Instructions (SI), and assess their corresponding impact on project cost and construction programme.
Follow up on all statutory approval procedures, regular inspections, and project completion acceptance formalities for C&S works conducted by relevant Hong Kong government authorities, including the Buildings Department (BD) and Lands Department.
Supervise the safety, health and environmental (SHE) compliance, as well as orderly and civilized operation of the C&S construction site, and hold the authority to issue work suspension orders to rectify any non-compliant acts.
Take responsibility for the proper filing and archiving of all C&S-related documents, including minutes of meetings (MoM), liaison letters, and site certification documents.
Assist in handling engineering claims and counterclaims, and provide professional C&S technical support for relevant proceedings.
Submit regular progress reports to the Executive Manager on C&S works construction progress, quality status, and emerging safety risks, to safeguard the overall on-time and compliant project delivery.
Proficient in the full suite of Microsoft Office applications and CAD software, with basic CAD drafting capability, and equipped with sound interpersonal communication and coordination skills.
Thorough familiarity with Hong Kong’s Buildings Ordinance (BO), relevant Civil and Structural (C&S) statutory codes and industry specifications, as well as the statutory approval procedures of the Buildings Department (BD).
Solid hands-on experience in C&S works for Employer-side property development and infrastructure projects in Hong Kong, with a clear understanding of the distinct working principles, accountabilities and priorities between the Employer’s team and contractors.
Fluent in verbal and written Cantonese and English, with proven proficiency in reading, drafting and preparing formal English engineering documents and correspondences.
Holders of Hong Kong Registered Professional Engineer (RPE) qualification, PRC Class 1 Registered Constructor certificate, or other relevant professional qualifications are highly preferred.
Willing to undertake other ad-hoc non-specialized duties and assignments as duly delegated by the project management team.
