Key Responsibilities
1. Own the end-to-end procurement process for global traffic and cross-border telecom products, ensuring stable supply, optimal cost efficiency, and on-time delivery.
2. Lead international carrier roaming business collaboration and resource acquisition, including negotiation, onboarding, and performance management.
3. Develop and manage a global supplier ecosystem with a focus on tier-1 carriers and wholesale partners across Hong Kong, Southeast Asia, Europe, and the US.
4. Formulate procurement strategies and plans; negotiate pricing, payment terms, SLAs, and commercial conditions to continuously improve cost structure.
5. Monitor global telecom market trends, roaming policies, regulatory compliance, and currency risks; proactively adjust procurement strategies to mitigate supply and compliance risks.
6. Collaborate with internal technical, operations, and commercial teams to resolve order, delivery, and quality issues; streamline procurement workflows.
7. Provide regular procurement analytics, supplier performance reviews, and cost-saving reports to support global business expansion.
Requirements
1. Bachelor’s degree or above in Telecommunications Engineering, International Business, Supply Chain Management, or related fields; exceptional candidates may be considered without strict degree matching.
2. Minimum 5 years of solid experience in cross-border telecom procurement or global traffic sourcing; direct background in carrier roaming business is required.
3. Established network of global tier-1 carriers, traffic wholesalers, and authorized channel partners; deep understanding of roaming settlement, traffic wholesale, and cross-border connectivity models.
4. Strong capabilities in supplier development, business negotiation, cost control, and multi-project delivery.
5. Familiar with Hong Kong and international telecom regulations, licensing, compliance, and cross-border operational requirements.
6. Fluent in Cantonese and Mandarin; English as a working language to independently liaise with overseas carriers and teams.
7. Detail-oriented, results-driven, able to work under pressure; must be a Hong Kong Permanent Resident.
Salary range: HKD 30,000 - 50,000 / month (salary negotiable)

Job Responsibilities
Full responsibility for cross-border telecommunication services and global traffic procurement from end to end, covering requirement planning, supplier screening, contract signing, delivery coordination and performance evaluation, ensuring supply stability, cost optimization and on-time delivery.
Establish and maintain a global supplier ecosystem covering Hong Kong, Southeast Asia, Europe and the United States, with a focus on expanding long-term strategic relationships with Tier-1 Carriers and wholesale partners.
Develop annual procurement strategies and execution plans, lead negotiations on key issues such as price, payment terms, service level agreements (SLAs) and commercial terms, and continuously optimize overall cost structure and business flexibility.
Closely track global telecommunications market dynamics, adjustments to roaming policies in various countries, regulatory compliance requirements, and exchange rate fluctuations, actively identify potential supply chain and regulatory risks, and propose specific response plans.
Closely cooperate with internal technical, operational and business teams, quickly handle order abnormalities, delivery delays and service quality issues, and promote cross-department process standardization and procurement work digitalization upgrade.
Regularly produce procurement analysis reports, supplier KPI evaluation results and cost savings effectiveness, providing data-driven decision support for the group's global business expansion.
Work requirements
Educational qualifications are not limited, but a bachelor's degree in telecommunications engineering, international trade, supply chain management or related fields is particularly desirable; those with outstanding practical performance may have their academic qualifications relaxed.
Must have 5-10 years of cross-border telecommunications procurement or global traffic sourcing practical experience, with a direct background in telecommunications operators’ roaming business as a necessary condition.
With a stable global first-line operator, traffic wholesaler and authorized distribution partner network, we are familiar with roaming settlement mechanisms, traffic wholesale models and cross-border interconnection architectures.
Have excellent supplier development capabilities, business negotiation skills, cost control awareness, and multi-project simultaneous progress experience.
Familiar with Hong Kong local and international telecommunications regulations, business license requirements, compliance reporting obligations, and cross-border business operations restrictions.
Fluent in Cantonese and Mandarin, English as the working language, able to independently communicate in writing and orally with overseas operators, technical teams and legal units.
Detailed and rigorous, goal-oriented, and stress-resistant; must be a permanent resident of Hong Kong (or hold a valid High Talent Pass, Outstanding Talent Pass, IANG, Dependents' Visa, or other legal work permit).
