Job Title:

Health, Safety & Risk Officer

Responsible for and Work Location(s):

Ensures that all AISL Outdoor programmes operate safely and in compliance with organisational policies, local regulations, and industry best practices

Based in Hong Kong

Department/Function:

AISL Outdoor

Reporting to:

With oversight from Director of AISL Outdoor

Line Managing:

Assistant Director of Programme Operations

Relationships:

· Internal: Programme Managers, Project Team, seasonal leaders, volunteers, Finance, Operations

· External: Schools, parents and guardians, vendors, service providers, medical and emergency services

2. Job Purpose

The Health, Safety & Risk Officer ensures that all AISL Outdoor programmes operate safely and in compliance with organisational policies, local regulations, and industry best practices. This role develops and implements risk management frameworks, conducts safety audits, and provides training to staff and participants. Acting as the primary safety authority, the Officer supports Programme Managers and operational teams to create a secure environment for all participants and staff, while promoting a proactive safety culture.

3. Responsibilities and Competencies

Responsibilities

Risk Management and Safety Planning

  • Develop and maintain comprehensive risk management frameworks for all programmes and operations.

  • Conduct risk assessments for activities, venues, and vendors, identifying hazards and recommending mitigation measures.

  • Review and update safety policies, emergency protocols, and standard operating procedures regularly.

  • Support Programme Managers in integrating risk control measures into programme planning.

Compliance and Documentation

  • Ensure all programmes comply with health, safety, and insurance requirements, as well as local and international regulations.

  • Maintain accurate records of risk assessments, safety audits, and incident reports.

  • Prepare safety documentation for partner schools, service providers, and internal approvals.

  • Monitor vendor compliance with agreed safety standards and certifications.

Training and Capacity Building

  • Plan and deliver safety and emergency response training for staff, seasonal leaders, and volunteers.

  • Conduct safety briefings and orientation sessions for participants before programme activities.

  • Promote a proactive safety culture across teams through regular communication and reinforcement of best practices.

On-site Safety Support and Incident Management

  • Provide on-site safety supervision during camps and key programme periods as required.

  • Lead or assist in emergency response and incident management, including coordination with medical services and communication with relevant parties.

  • Investigate incidents or near misses, identify root causes, and recommend preventive actions.

Audit, Review, and Continuous Improvement

  • Conduct periodic audits of facilities, equipment, and operational practices to ensure safety standards are upheld.

  • Review incident data and feedback to identify trends and areas for improvement.

  • Collaborate with the Assistant Director of Programme Operations to enhance organisational safety systems and ensure continuous improvement.

This job description will be reviewed annually.

4. Required Qualifications and Experience

Education

  • Bachelor’s degree in Risk Management, Occupational Health & Safety, Environmental Science, Sports Science, or a related discipline.

Knowledge

· Familiarity with safety regulations, emergency management procedures, and risk assessment methodologies.

Experience

· Minimum 3 years of experience in risk management, safety compliance, or operations within education, recreation, or outdoor programme settings.

Competencies

· Strong analytical, communication, and interpersonal skills to engage with multiple stakeholders.

· Proven ability to deliver training and build awareness of safety practices across diverse teams.

· Ability to respond effectively under pressure and manage emergency situations calmly.

· Certification in First Aid, CPR, or Wilderness First Aid preferred.

· Proficiency in English; Mandarin and Cantonese is essential.
