Develop and implement compliance plans: Based on the business model of the licensed money transfer operator (MSO), including the operation involving digital assets if applicable, develop, update and maintain anti-money laundering (AML) / counter-terrorism financing (CFT) policies, procedures and internal control measures.
Risk assessment and monitoring: Regularly conduct compliance risk assessments to identify potential compliance gaps; continuously monitor various business activities, covering customer due diligence (CDD), enhanced due diligence (EDD), and transaction monitoring, etc.
Regulatory Compliance Management: Closely follow up on the latest regulatory dynamics and interpretive guidelines of the Hong Kong Monetary Authority (HKMA), Securities and Futures Commission (SFC), Customs and other supervisory authorities, ensure that the company's operations fully comply with the current and newly issued compliance requirements.
File and record management: Properly save all compliant related files and records, including risk assessment reports, customer due diligence review data, suspicious transaction reports, training records and internal audit files, to ensure traceability and compliance review readiness.
Regulatory relationship maintenance: proactively establish and maintain good communication and cooperation relationships with Hong Kong's major regulatory departments and industry stakeholders, support regulatory inspections, inquiries and policy negotiations, etc.
Proficient in Hong Kong anti-money laundering and counter-terrorism financing related laws and regulatory guidelines (including the Anti-Money Laundering and Counter-Terrorism Financing Ordinance (Chapter 615) and its subsidiary legislation, Joint Financial Intelligence Unit Guidelines, Customs Guidelines, etc.)
Familiar with the business model, operating procedures and common risk points of licensed remittance institutions (MSO), and able to implement compliance requirements in actual business scenarios.
Have excellent analytical and judgment, written and oral communication, cross-departmental collaboration and interpersonal interaction skills, and be able to clearly explain compliance requirements and risk impacts to different levels of personnel.
Able to independently drive compliance projects, while also being able to integrate into the team for efficient collaboration, those with project management and multitasking experience are especially preferred.
Having practical experience in risk assessment, compliance framework design, policy writing, and internal control optimization.
Familiar with the process and standard requirements for submitting reports to the Joint Financial Intelligence Unit (JFIU), Hong Kong Customs, etc.
Careful attention to detail, logical clarity, strong organizational skills, and the ability to ensure compliance work accuracy and timeliness in a high-demand environment.
At least 2 years of relevant compliance, anti-money laundering or risk management field work experience.
Fluent in English and Cantonese, Mandarin is an added condition.
Educational qualifications are not limited; fresh graduates are accepted, but they must demonstrate strong compliance awareness, learning motivation, and basic understanding of legal regulations.
Holding one of the following Hong Kong legal work qualifications: Hong Kong permanent resident identity, dependent visa, high-end talent pass (High Talent Pass), outstanding talent entry plan (Outstanding Talent Pass), or non-local graduate Hong Kong / return employment arrangement (IANG).
